Emergency Management Non-Structural Mitigation and Preparedness Program

Overview:
The Emergency Management Assistance Program (EMAP) supports First Nations communities in building resilience, preparing for natural hazards and responding to emergencies. The Non-Structural Mitigation and Preparedness funding stream is proposal-based and supports projects that strengthen preparedness and mitigation capacity for emergencies caused by natural disasters.

Funding Amount:
Funding amounts vary based on the proposed project and available funding. The program also allows the purchase of low-value equipment for eligible emergency preparedness and mitigation projects.

Who Can Apply:
Eligible applicants include:

• First Nations communities
• Tribal councils
• Indigenous organizations

Projects must directly support First Nations located on:

• A reserve as defined under the Indian Act
• Lands set aside in Yukon under the applicable Cabinet Directive
• Lands formerly defined as reserves that now form part of modern treaty settlement lands

Project Examples:

• All-hazard risk assessments and mitigation plans
• Emergency management and evacuation plans
• Rapid damage assessments
• Emergency and evacuation drills and tabletop exercises
• Emergency management, emergency operations centre and search and rescue training
• Mental health and emergency support service training
• 911 and flood mapping
• Natural hazard-specific studies
• Early tsunami warning and community alert systems
• Community and youth engagement
• Emergency management forums and workshops
• Low-value equipment such as EOC kits, ESS kits, radios, sump pumps and small generators

Province/Scope:
National — Eligible First Nations communities and lands across Canada, including eligible lands in Yukon.

Deadline:
Ongoing until March 31, 2027, or until funding is spent. Project proposals for fiscal year 2026–2027 will be considered on an ongoing basis.
